II. Review of Past Improvements
Background:
This is an augmentation to the Summary of Reports prepared by the Citizens Facilities Committee for the Board of Education and the District. After reviewing the facility studies, it was clear that some of the recommendations for repairs and additions made in those reports had been done either using bond referendum funds or using regular budgeted operational funds. The following is a summary of the repairs, renovations additions and improvements made to the schools. The listed actions were deduced from bond issues that passed voter approval and group discussions with W. Michael Mahoney, MCSD Superintendent of Schools.Repairs, Renovations, Additions and Improvements made prior to 1995:
The studies reviewed by the Citizens Facilities Committee began in 1995. Prior to those studies the community approved bonds for the following improvements:• 1986 - $525,933: Partial roof reconstruction at Elm and High School; full roof replacement at Alden; repairs to sidewalks, curbs and blacktop where needed at each school; repair of Elm retaining wall
• 1987 - $120,000: Resurface roadway, tennis and basketball courts at Alden
• 1991 - $3,668,729: Six new classrooms at Alden and six new classrooms at Elm

Some of these were taken care of in 2 Bond Referendums of May 1997, totaling $1,758,000• Built 2 new High School classrooms in the upper-level wing, 1997-1998
• Moved the District Administration to the Thorne Building creating space for 2 additional classrooms, 1998
• High School boilers replaced, 1997
• Installed High School stair-lifts and made other ADA improvements, 1998
• Fixed sections of High School roof above locker rooms, 1998
• Removed in-ground fuel tanks throughout school system, 1998
• Replaced Alden boiler, 1997 ($150,000 emergency procedure paid for using operating expenses)
From the Alden Space Committee Report, January 18, 2000• No construction – This study led to the Board to request the BOCES Long Range Planning Study and ultimately to the 2002 Bond Referendums.
From the Western Suffolk BOCES Long Range Planning Study, January 2001• No construction – This study led the Board to retain Clark Patterson Associates to generate the Design Options for Secondary School Study to develop options for handling secondary school growth.

Several items noted for Elm and Alden and most of the items noted for the Jr. Sr. High School were included in the 2002 referendum proposals. Most of the items listed below that have been fixed or replaced were paid for from operating revenues rather than bond financing.• All Schools – Emergency exit lights brought up to code ($3000)
• Elm Drive School• Alden Place School
- Water system backflow preventer installed ($3700)
- Most of the carpeting removed new tile floors (all but 4 rooms)
- Boilers scheduled for summer 2003 replacement (estimate $314,000)
- Paving repairs scheduled for summer 2003 - subject to BOE approval, public hearing required (estimate $50,000)
- PA system scheduled for replacement in summer 2003
• Jr./Sr. High School
- Replaced one exterior door, repaired one exterior door ($1500)
- All-purpose room cafeteria tables and chairs scheduled for replacement in summer 2003 (cost not to exceed $60,000)
- Classroom lighting in the process of being replaced (3 or 4 rooms per year) together with new dropped ceilings (1/3 completed as of this writing)
- Replacement of remainder of roof scheduled for summer 2003 subject to bond vote in June 2003 (cost not to exceed $1,300,000)
From the Clark Patterson Associates, Design Options for Secondary School Growth, August 2001• The Board presented 2 bond referendums to voters, both of which included building a new high school and monies to perform general repairs and renovations ($33,000,000 and $29,900,000).
